Metric Panel and Impact Comparison Panel Usability Improvements

The Metric Panel and Impact Comparison Panel include the following usability improvements:

• Smarter prior period comparison: The "Compare against prior period" option now automatically disables and shows an explanatory tooltip when the selected timeframe doesn't support it (for example, "All Time").
• Compact percentage display: Large percentage changes of 1,000% or more now display in a shortened format such as "1K%" or "1M%+" so values no longer overflow the panel.
• Improved bar graph readability: Bars now display their value inline and on hover and always include a larger hover target, making comparison data easier to read and interact with.
• More stable panel layout: Long label names in the Impact Comparison Panel no longer overlap, and metric values stay aligned when labels wrap across multiple lines.
